El genocidio que el mundo se negó a ver

Al atardecer del 6 de abril de 1994, un pequeño reactor descendía sobre el aeropuerto de Kigali, la capital de Ruanda. Mientras el avión se aproximaba a la pista de aterrizaje, un misil disparado desde tierra, lo destruyó matando a todos sus ocupantes. Uno de ellos era Juvénal Habyarimana presidente ruandés. Su muerte marcó el inició a una matanza, un verdadero genocidio, en donde integrantes de los hutus (etnia a la que pertenecía el presidente asesinado), dio muerte entre 800 mil a 1 millón, el número nunca se podrá saber con exactitud, de personas de la minoría Tutsi.

Juvénal Habyarimana

La matanza fue llevada a cabo con tal velocidad que, a fines de ese mes, era más fácil encontrar tutsis muertos que vivos en Ruanda. Casi todas las víctimas fueron asesinadas a machetazos, un medio casi primitivo, pero que no fue impedimento para que los muertos se acumularan a una tasa que triplicaba a la del número de judíos muertos durante el Holocausto.

¿Cómo pudo suceder este genocidio que hace parecer a los Khmer Rojos de Pol Pot, con su millón de muertos a lo largo de 4 años, meros aficionados? Ruanda, un hermoso país ubicado en el África central, fue poblado originalmente por pigmeos. Hutus y Tutsis arribaron posteriormente. Los primeros eran agricultores, en tanto que los segundos, tenían ganado. Siendo el ganado un activo más valioso que los cultivos, el nombre tutsi se convirtió en sinónimo de poder económico y político. Las diferencias se aceleraron después de 1860, cuando un rey tutsi, se embarcó en campañas militares para extender su autoridad a lo largo de todo el territorio.

Ruanda

Cuando los europeos llegaron a Ruanda al final del siglo XIX, se encontraron con un país en donde convivían una raza de reyes guerreros poseedores de grandes rebaños de ganado, con un gran número de campesinos que cultivaban tubérculos y frutas. Asumiendo que ese era el orden natural de las cosas, los hombres blancos no interfirieron con ese sistema social.

En 1897 Ruanda pasó a ser una colonia alemana. El imperio alemán decidió imponer una política de dominio, basada en jefes tutsi y vasallos hutu.  Bélgica, que asumió el país después de la I GM, siguió con la misma política. En 1934, los belgas empezaron a emitir documentos de identidad, que identificaron cada ruandés como hutu (85%), tutsi (14%) o pigmeo (1%).

Para 1962, año de la independencia de Ruanda, el país estaba amargamente dividido. Los hutus, siendo la mayoría de la población, impusieron su agenda haciéndose del poder político, y para las siguientes 3 décadas, la lucha de poderes entre facciones hutu, se había convertido en algo familiar. Los tutsis viéndose tratados como ciudadanos de segunda clase, empezaron a huir a países vecinos en números cada vez mayores.

Para 1990, los refugiados tutsis se habían convertido en el mayor problema en África. En octubre de ese año, un ejercito rebelde de exiliados tutsi atacó a Ruanda, demandando el fin de la tiranía hutu y la inclusión de los tutsis en la vida política y económica del país.

Para agosto de 1993, el presidente hutu Habyarimana, había firmado un acuerdo con los rebeldes encuadrados en el Frente Patriótico Ruandés (FPR), en donde acordaba compartir el poder. Extremistas hutus empezaron a especular si Habyarimana se había convertido en un “inyenzi” (cucaracha), término por el cual eran conocidos todos los tutsis. Para marzo de 1994, el titular de “Kangura”, periódico publicado por extremistas hutus, proclamaba “Habyarimana debe morir”.

Milicianos FPR

Los responsables del derribo del avión que transportaba a Habyarimana, nunca fueron identificados con seguridad. Evidencia circunstancial reunida por investigadores internacionales, apunta a extremistas hutus. Sin embargo, la misma noche de la muerte del presidente Mille Collines, una estación radial fundada por facciones radicales hutus, culpó al FPR por el asesinato. Un locutor de la radio proclamó “No permitiremos que las cucarachas nos maten. Más bien, las mataremos a todas”.

A las pocas horas de la muerte de Habyarimana, soldados y milicias conocidas como “interahamwe” (los que atacan juntos), tomaron las calles de Kigali, la principal ciudad del país. 8 soldados belgas miembros de las fuerzas que la ONU había enviado a Ruanda luego de la firma del acuerdo de paz, fueron asesinados; lo que causó que el resto de cascos azules, se replegaran a sus bases sin enfrentar a las bandas de asesinos durante todo el tiempo que duró la masacre.

Los Interahamwe

Alentada por líderes políticos y cívicos, la matanza de tutsis se extendió de una región a otra. Siguiendo el ejemplo de las milicias, los hutus, jóvenes y viejos, se unieron a los asesinos. Los vecinos mataron a golpes a sus vecinos y los colegas mataron a golpes a sus colegas en el trabajo. Los sacerdotes mataron a sus feligreses y los maestros mataron a sus alumnos. Milicianos iban a vecindarios tutsis y pintaban con rojo el número de personas que vivía en cada casa para que los soldados supiesen a cuantos debían matar.

Muchas de las masacres con más víctimas, se produjeron en iglesias y estadios donde los tutsis habían buscado refugio, a menudo por invitación de las autoridades locales, que luego supervisaron su ejecución. A mediados de abril, al menos 5 mil tutsis estaban abarrotados en el Estadio Gatwaro, en Kibuye; cuando comenzó la masacre allí, hombres armados en las gradas dispararon y lanzaron granadas para hacer que las víctimas avanzaran y retrocedieran, antes de que los milicianos entraran para terminar el trabajo con machetes. En una ocasión un tutsi convenció a los interahamwe que le permitieran orar con su familia, luego pidió que no descuartizaran a sus hijos. Los milicianos los lanzaron vivos a una letrina donde se ahogaron.

En toda Ruanda, las violaciones masivas y los saqueos acompañaron la matanza. Las bandas de milicianos, borrachos y drogados, fueron trasladadas en autobús de masacre en masacre. Los locutores de radio instruyeron a los asesinos cómo destripar a las víctimas embarazadas. Como incentivo adicional para los asesinos, las pertenencias de los tutsis se repartieron por adelantado: la radio, el sofá, la cabra, la oportunidad de violar a una niña. Un concejal de un barrio de Kigali ofreció cincuenta francos ruandeses (unos $0.30 en ese momento) por cada cabeza cortada.

En Nyarubuye, en la provincia de Kibungo, cerca de la frontera con Tanzania, más de mil tutsis fueron llevados a una iglesia. Los asesinos mataron a machetazos todo el día y, por la noche, lisiaron a los supervivientes, cortándoles los tendones de Aquiles para que no pudieran huir; luego, se fueron a comer y a dormir, y regresaron por la mañana para volver a matar. Cuando terminó la matanza, incluso las pequeñas estatuas de arcilla de la sacristía, habían sido decapitadas metódicamente por estar asociadas con los tutsis.

Cuando estallaron las matanzas, Butare era el único distrito de Ruanda con un prefecto tutsi. Mientras que los líderes de otros lugares reunieron a sus electores para masacrar, este prefecto, Jean-Baptiste Habyalimana, instó a la moderación. Durante los primeros 12 días, Butare estuvo tranquilo, y los tutsis que huían de las masacres en otros lugares, acudieron al distrito. Entonces, un líder Hutu visitó Butare, asesinó al prefecto; y posteriormente, celebró un mitin. En solo 2 o 3 semanas, al menos 20 mil tutsis fueron asesinados en Cyahinda; y, unos 35 mil en Karama.

2 semanas después de que comenzara la matanza, el general Romeo Dallaire, comandante canadiense de los cascos azules en Ruanda, informó a la ONU que podía acabar con el genocidio si le proporcionaban más soldados. En cambio, el Consejo de Seguridad redujo la fuerza existente de 2,500 a 270. La afirmación de Dallaire, de que una intervención enérgica podría haber evitado cientos de miles de muertes, es ahora considerada como obvia.

Cuando el genocidio se inició, el FPR desconoció el acuerdo de paz y reanudó la lucha. Para mediados de julio, el Frente había instalado un nuevo gobierno. Para esa fecha, eran los hutus quienes habían decidido huir. En menos de 3 meses, cerca de 2 millones de hutus huyeron. Fue, sin lugar a dudas, el éxodo más rápido de la historia. En un solo día, 250 mil refugiados cruzaron la frontera con Tanzania y más de un millón entraron a Zaire en una semana.

Mucho después, cuando las Naciones Unidas y las agencias de ayuda internacionales empezaron a luchar con los desastres humanitarios que había creado el genocidio, rápidamente descubrieron que no había mucho que hacer, excepto enterrar los cuerpos. 65% de los Tutsi en Ruanda habían sido asesinados. La crisis entre los vivos fue la crisis de los refugiados, y la mayor parte de la asistencia humanitaria, se destinó a la creación y mantenimiento de la extensa red de campamentos para los hutus que huían a Zaire, Tanzania y Burundi.

Fosas comunes de Tutsis

Un cuarto de siglo después, los ruandeses han recorrido un largo y penoso camino hacia la reconciliación. Una de las primeras medidas que emprendió el gobierno, fue borrar los datos sobre la pertenencia étnica de los documentos de identificación. Desde entonces, todos los habitantes del país son “ruandeses”. En 1994, se creó un tribunal penal internacional (ICTR) con sede en Tanzania, para perseguir a los responsables del genocidio. En total, 65 personas han sido llevadas a juicio. 38 acusados fueron condenados a largas penas de prisión.

Sin embargo, Ruanda, ahora un país próspero para los estándares africanos, todavía lucha con las cicatrices de lo sucedido hace 25 años. Uno de cada 3 sobrevivientes del genocidio, sufre de depresión crónica.
